PROJECT DEVELOPMENT OFFICER. JOB SPECIFICATION. Background to South Tipperary Development Company (STDC. South Tipperary Development Company (STDC) is a not for profit organisation. It delivers a range of programmes and initiatives that assist in enterprise development, creation of employment opportunities, community development, tackling poverty and social exclusion. Programmes and initiatives delivered by the Company include: - Rural Development (LEADER) Programme 2014 – 2020; Social Inclusion and Community Activation Programme (SICAP); Tús; Rural Social Scheme (RSS); Traveller Primary Health Care Programme; Rural Recreation and Walks Scheme; Pre and After School Facilities; Community Food Initiative; and the Incredible Years programme. STDC is governed by a board of Directors. It delivers services within the Borough District of Clonmel and the Municipal Districts of Tipperary/Cashel and Carrick on Suir. South Tipperary Development Company (STDC) wishes to appoint a Project Development Officer to assist it in the delivery of the Rural Development (LEADER) Programme 2014 – 2020 in South Tipperary. STDC, in conjunction with Tipperary Local Community Development Committee (TLCDC) has drawn up a Local Development Strategy (LDS) which sets out the approach to be adopted by STDC in the delivery of the Rural Development (LEADER) Programme within South Tipperary under the three main programme themes, namely (1) Economic Development, Enterprise Development and Job Creation; (2) social Inclusion and (3) Rural Environment. The person appointed will assist STDC in delivering the Rural Development (LEADER) Programme in South Tipperary in a manner that is consistent with the Local Development Strategy and in keeping with Programme Guidelines and Regulations. The person appointed should have the ability to work across all. three programme themes but a particular interest in Theme 1 (Economic Development, Enterprise Development and Job Creation) and Theme 3 (Rural Environment) would be an advantage. The person appointed will work as part of the Rural Development Team and will report to the CEO. Overall Responsibility Reporting to the CEO, and assisting in delivering the Rural Development (LEADER) Programme in South Tipperary in a manner that is in keeping with the Tipperary Local Development Strategy and is consistent with Programme Guidelines and Regulations. Main duties will include: Pro-actively generating projects and activities that fit into the Tipperary Local Development Strategy (LDS. Advising and guiding clients on the Rural Development Programme and on the grant application process. Preparation of projects grant applications for presentation to the Independent Evaluation Committee, board of STDC and the Local Community Development Committee (LCDC. Attendance at meetings and presenting project grant applications to the Independent Evaluation Committee, and occasionally to the board of STDC and LCDC as required. Processing project for grant payments. Prepare project files for Article 48 checks at various stages of the project life cycle. Co-operate with LCDC and other external bodies appointed to conduct Project / Programme inspections’ and audits. Preparation of reports on activities as requested by the Board of South Tipperary Development Company, CEO, LCDC, Pobal, the Department, etc. Support the RDP team in researching, monitoring and evaluating programme outcomes on an ongoing basis. Keep informed on Project budgets in relation to allocation of grant funds to projects and grant payments. Continuously updating yourself on regulations and funding streams available from other agencies. Identifying opportunities for collaboration with other programmes both internally and externally. Representing the company on various committees as requested by the CEO. Attending meetings and seminars to promote the programme and the company in general. Complementing activities of other staff members and work as part of the overall company team. Performing other duties as may be requested by the CEO from time to time. Ideal Requirements: Have a minimum of three years’ experience working in a development role in the community / local development sector. Have experience in working with individuals, small businesses and communities in developing projects and preparing applications for grant aid or other financial assistance. Have experience in preparing and interpreting business plans. Have a relevant third level qualification. Have a proven track record in adopting a strategic approach to local development. Have excellent communication and presentation skills. Be a team player but have ability to work on own initiative. Have excellent organisational, administration, planning and IT skills. Have an understanding of the National and Local Rural Development policies. Duration of contract This is a full-time contract to December 31st 2020 with a possibility of an extension subject to the availability of funding. Working week Normal working week is 35 hours (9.30 am to 5.30 pm) with one-hour lunch break (unpaid). You will be expected to attend night meetings and occasionally meetings held at weekends. Time in lieu can be taken for attendance at such meetings but must be taken in accordance with the Company’s “Time in Lieu” policy. Annual Leave Annual leave will be 30 days on a calendar year basis (pro rata for employees commencing after January 1st) Employees are required to hold part of their annual leave for Company shut down periods e.g. during Christmas and Easter period. Salary Salary will be on a project worker salary scale and will be commensurate with experience and qualifications. Probationary period This position is subject to the satisfactory completion of 6 months’ probation period. The company may decide to extend this period. Place of work You will be based at the STDC headquarters which is currently Cahir. You may be required to work from other locations from time to time. Training and support You will be expected to familiarize yourself with the various documents surrounding the programmes e.g. Local Development Strategy; Department Operating Guidelines; Procedures Manual; Relevant E.U legislation, etc. However hands-on support and induction training will be provided by the CEO and other team members. Proficiency in IT Candidates are expected to have a high level of IT competency. Car Ownership Successful candidate is expected to have own car and have a full clean driver’s license.
